Charge Faster and Reduce Charging Costs
The Turnkey program provides an up-front rebate towards the cost of the installation work needed to support a hard-wired level 2 EV charger in your parking area. No need to apply for a rebate! In most cases, this significantly reduces or eliminates out of pocket costs for the customer. Only customers on the Discount Rate (R-2) are eligible for funding towards a compatible level 2 charger. Please see incentive levels below.
Customers residing in an Environmental Justice area or on the Discount Rate Code (R-2) will have the work completed by an electrician through our designated vendor. As an added benefit of participating in this program, we will help you enroll in our Off-Peak Charging Program - reducing your electricity costs for charging your electric vehicle.
If you’ve already installed a 240v outlet and/or level 2 charging station (EVSE) at your home, please apply to the Residential EV Charging Upgrade Program to receive your rebate.

- Customers must be Massachusetts electric customers on the Discount Rate (R-2) or live in an Environmental Justice Population and live in single-family or 2-4 unit homes
- Landlords that own a property meeting the above criteria are eligible for upgrades at that property
- Customers living in a single-family home must own or lease an EV to participate
- Qualifying expenses for the wiring upgrade rebate are the labor, materials, and applicable permitting costs to install a 208-volt or 240-volt electrical circuit of 30 Amps or more to a location suitable for electric vehicle charging
- Customers are limited to one Wiring Upgrade Rebate per electric account
- Customers are required to enroll in the no-cost Off-Peak Charging Program
- Applicants are eligible for the enhanced wiring rebate only if the electric vehicle purchase price (MSRP) was $55,000 or less

Program Background – Pricing, Steps, and Timing

- All eligible Turnkey EV Charging Installation Program customers may purchase a qualified* level 2 charger prior to your scheduled appointment either through our trusted installation vendor or from your own desired store. If you decide to purchase a charger on your own, please ensure you are in possession of it prior to your scheduled appointment. Please note: Level 2 charger incentives are only eligible to Discount Rate (R2) customers.

Installation time varies by project, but you can expect installations to be complete within 2-4 weeks of receiving your proposal from the installation vendor.
An average install takes about 2-4 hours, however, more complex projects can require additional time.
In a surface mount installation, the wiring is mounted on the wall and run through a conduit from the level 2 EV charger to the panel.
The distance from the panel to the charger/outlet determines how much material is needed. If the distance is greater than originally listed, this could increase the project cost.
Customer Criteria – EJP and R2

In Massachusetts, an environmental justice population is a neighborhood where one or more of the following criteria are true:*
- the annual median household income is 65% or less of the statewide annual median household income
- minorities make up 40% or more of the population
- 25% or more of households identify as speaking English less than "very well"
- minorities make up 25% or more of the population and the annual median household income of the municipality in which the neighborhood is located does not exceed 150% of the statewide annual median household income

You are still eligible to participate in the Turnkey EV Charging Installation Program, but there is no additional incentive applied for a level 2 charger. Customers may purchase a qualified level 2 EV charger from any retailer or our installation vendor. Please refer to the Eligibility & Requirements section for full details on qualified level 2 EV chargers.

Residential customers who meet the requirements below are eligible for a discount on their monthly electric bill:
- You are a residential customer (primary dwelling only),
- Your National Grid utility account is in your name,
- And either you are eligible for the low-income home energy assistance program (LIHEAP), or its successor program, for which eligibility does not exceed 200% of the federal poverty level based on a household’s gross income. In a program year in which maximum eligibility for LIHEAP exceeds 200% of the federal poverty level, a household that is income eligible under LIHEAP shall be eligible for the low-income discount.

Renters and Landlords
Please provide your landlord with the information about the program, as the landlord needs to approve any modifications made to their property. Please note: in cases where the tenant is the account holder, the landlord/property manager will need to sign off on the project scope in order for the work to be completed. The installation vendor will collect this form as part of the process.
Yes, you can participate if you want to provide a level 2 EV charger for your current or future tenants. Tenants or landlords of 2-4 unit buildings that are not able to enroll in managed charging because they do not own or lease an EV or that have shared parking are exempt from the Off-Peak Charging Rebate enrollment requirement. The Off-Peak Charging Program is available to all customers with compatible EVs or chargers, and National Grid encourages enrollment to those able to participate to ensure customers are maximizing the benefits available to them.
In order to qualify, the property where the installation takes place must be on the Discount Rate (R-2) and/or in an Environmental Justice Population.
Off-Peak Charging
Customers living in single-family homes are required to enroll in the Off-Peak Charging Program to receive funding towards the Residential Turnkey EV Charging Installation Program for a wiring upgrade or, for R-2 customers only, the purchase of a level 2 charging station.
If your EV is compatible, it is ideal to enroll in the Off-Peak Charging Program before completing the wiring upgrade or purchasing a charging station because your project is only eligible for the Residential Turnkey EV Charging Installation Program if your vehicle or charger is on the “Compatible Vehicle and Charger List”.
In the event neither your EV nor level 2 EV charger is on the compatibility list, you can select “Join Waitlist” at the bottom of the Off-Peak Charging Program Page after confirming your vehicle or charger is not listed. The Off-Peak Charging Program list is regularly being updated as new vehicles and chargers are added.
Please note that landlords and property owners of residential 2-4 unit buildings that install the EV charging on a common meter and have a shared parking area are not required to enroll in the Off-Peak Charging Program though National Grid encourages enrollment to those able to participate to ensure customers are maximizing the benefits available to them.
